Melt butter in a saucepan over medium heat. Stir in sugar and evaporated milk. Bring to a boil, cook 4-5 minutes, stirring constantly. Remove from heat, stir in marshmallow fluff, peanut butter, and vanilla until smooth. Fold in peanuts. Pour over the chilled chocolate, spread evenly.
Step 4: Add the Caramel
Combine caramel bits and heavy cream in a microwave-safe bowl. Microwave in 30-second intervals, stirring until melted and smooth. Pour over the nougat, spread evenly.
Step 5: Top with Chocolate
Reheat the remaining chocolate mixture over low heat until smooth. Pour over the caramel, spread evenly.
